"Delhi Farmers to Stage Peaceful Protest at Jantar Mantar on 22nd December, Demanding Implementation of Land Pooling and Green Development Policies

Delhi Dehat Vikas Munch (DDVM) announces that thousands of farmers will gather for a peaceful protest at Jantar Mantar on Sunday, 22nd December 2024. This protest is an extension of the ongoing demonstrations at Kanjhawala and Daulatpur under the DDVM banner. The protesters are demanding the swift implementation of the long-pending Land Pooling Policy (LPP) and Green Development Area (GDA) Policy, which have been stalled since their inception in 2007. Additionally, they seek amendments to the Delhi Development Authority (DDA) Act, 1957, to address broader issues related to urban development, land rights, and beneficiary schemes for Delhi’s villages.

Speaking on the occasion Mr Bhupender Bazad , President Delhi master plan committee( DDVM ) ,We urge the government to take immediate action by notifying the Master Plan Delhi 2041 and implementing the amended Land Pooling Policy (LPP) and Green Development Area (GDA) Policy. These steps are critical to resolving the long-pending challenges faced by Delhi’s farmers and addressing the revenue concerns of the region. A clear roadmap, backed by concrete deadlines, will not only uplift the economic prospects of the farming community but also catalyze urban development for Delhi’s future. It is time for promises to translate into action, securing the rights and livelihoods of millions.”

Key Demands

1. Immediate Notification of Master Plan Delhi 2041

The plan was submitted by the DDA to the central government in April 2023 but remains unapproved after 15 months.

2. Notification of Approved Amendments to the Land Pooling Policy (LPP)

Major hurdles include pooling a minimum of 70% developable area in a sector, contiguity issues, and challenges in forming consortiums.

3. Notification of Amended Green Development Area (GDA) Policy

Farmers demand clarity and action on this policy.

4. Amendment to DDA Act, 1957

To address structural issues preventing effective implementation of urban development policies.

5. Setting Deadlines for Development Projects

Farmers want clear timelines for implementing Master Plan Delhi 2041, Land Pooling, and GDA Policy.

Over 1 crore people live in unauthorized colonies without basic services.
More than 50 lakh residents lack proper sewer connections.
Unemployment affects around 10 lakh individuals, with a rate of 5.1%.
Land prices for farmers in Delhi remain disproportionately low at ₹2 crore per acre compared to ₹60–80 crore per acre just 2 km away in Gurgaon.

Timely implementation of Master Plan Delhi 2041 and LPP could transform Delhi’s landscape:

Creation of 17 lakh new homes and 20 lakh jobs.

Generation of $500 billion in economic activity, equivalent to 15% of India’s GDP.

For parties not currently in power: Include DDVM’s demands in their election manifesto.
